NORMAL — Normal City Council recently selected Tartan Realty Group, Inc./Harlem Irving Companies as the developer of a vacant site located on the west side of the traffic circle in Uptown Normal.

Along with three other development teams, Tartan/Irving submitted a development proposal to the City Council during a work session in February, for the development of the vacant site. In their development proposal, Tartan/Irving proposed a $20.5 million, six-story boutique hotel that would front the traffic circle and include a steakhouse and health spa on the first floor as well as five stories of condo-quality apartments.

John W. Kindt, a professor of business and legal policy at Illinois, is a leading national gambling critic who has testified before Congress about the societal, business and economic impacts of decriminalizing gambling.

Kindt is the author of the recently published book “The Gambling Threat to Economies and Financial Systems: Internet Gambling.” He spoke with University of Illinois News Bureau business and law Editor Phil Ciciora about Illinois becoming the first state to sell lottery tickets online.

The Forest Preserve District of DuPage County has closed the northern portion of McDowell Grove Forest Preserve in Naperville to accommodate a Remedial Action River Cleanup.

The effort, which began April 1, will remove thorium-contaminated materials along the West Branch of the DuPage River. The area is expected to remain closed through November 2012.

SPRINGFIELD —Illinois picked the right time to start selling lottery tickets online.

At 7 a.m. on March 25, two days before the drawing of a $363 million Mega Million jackpot, Illinois launched a 3-4 year pilot program that allows them to sell lottery tickets online.

EUREKA - The Soldiers’ Monument in Olio Township Cemetery was dedicated in 1868, following a community drive led by Captain Jo Major. It bears the names of soldiers’ of Company “A” of the 86th Illinois Infantry who were killed in action.

EUREKA - The Eureka Rotary Club is currently raising funds to restore the Civil War Monument in Olio Township Cemetery, which was erected in 1868. The cenotaph honors 29 men of Company “A” of the 86th Illinois Infantry who were killed in action. As it has aged, it has become discolored and difficult to read. The Club’s goal is to have the restoration work completed by Memorial Day, May 28.
